administrative regulations for foreign experts of culture and education

to keep the foreign experts could have a safe, orderly, and efficient working and living environment, to have a standard management, we make the management system as the following details:
the rules
1. foreign experts must observe the law, the regulation and the policy of the people's republic of china. foreign experts can’t do anything or speak anything that opposes china’s policies, and also can not preach religious belief in china. without the permission of our institute foreign experts can not join in any political activities.
2. foreign experts must observe the basic working and management system of our institute’s, foreign teachers should be on and off duty on time and should not come late and leave early. asking for a leave must get the permission of the dean of the international cooperation department and hand in a leave request. when you come back from you vocation, you must report immediately. wages will be deducted according the relevant regulations of the contract if foreign experts left institute without permission or left institute without asking for leave to institute. if the case is serious, we will rescind the contract.
3. foreign experts should observe the placement of daily job of institute and fulfill your duties to the job of researching and training.
4. please to work hardly and to accomplish the teaching task seriously.
5. please observe the law, the regulation and the policy of the people's republic of china, and also please observe rules and regulations of our institute.
6. respect your colleagues, your students and chinese customs.
7. pay attention to your own hygiene and take physical exercise frequently. keep healthy.
8. cherish the public property of the school.
job disciplines

1. foreign teachers must observe job disciplines consciously and make preparation for class seriously. you must have the class on time, and you can not smoke or eat in your class.
2. foreign teachers must record the attendance every for every class. can not to absent class or to be late and to leave early.
3. if foreign teachers want to have a rest for illness or affairs must ask for leave to the international cooperation department. if you want ask for leave for illness, you must be proved by doctor and report the situation to the international cooperation department immediately. institute will consider all the situations that don’t have the class without asking for leave as absenteeism. for keep the order of teaching, we forbid asking for leave to travel during the period of having a class.
4. you should ask for permission about 2 weeks early when you prepare going back to your nation or traveling to a third country or hongkong and macao. please go through the formalities of re-entering one week early.
5. the security work group is in charge of the security of foreign experts’.
6. wages and some others treatments will be carried out according to the contract strictly.
7. without the permission of our institute, foreign experts can’t join in any form of teaching activities with the purpose of making profits.
dormitory rules:
1. foreign experts must observe the rules of safe electricity and gas use strictly. remember to turn off the gas valve when you finish using gas.
2. pay attention to firing prevention. in the dormitory, the electric stove is forbidden. don’t install the electric apparatus without permission. don’t smoke on bed. if the fire was caused by any reason mentioned before, the person who caused fire should compensate all losses. if the result is very serious, he or she will be investigated by the judicial authority for the responsibility for a crime. the telephone of fire alarm: 119
3. keep neat in and out of your dormitory. cherish the apparatus of your dormitory, if apparatus and furniture was destroyed, it should be compensated as it price. don’t paste any thing such as pictures, slogans, and any form of tendentious things in apartment block. don’t raise pets or animals in dormitory.
4. pay attention to your own safety. don’t waste water and electricity. please turn off the light and lock the door after you when you are not in dormitory.
5. guests must fill the visiting form according the id card. guests also need to observe the visiting time and must leave before 22:30pm. if guest need to stay for a night for a special situation, the guest should go through the formalities of accommodation.
6. foreign experts can’t ask his or her student to stay in dormitory through the night. the visiting student must leave foreign teacher’s dormitory before 22:00pm.
security regulations:
1. please get down and show your credential when you pass the gate of institute.
2. guests must fill in the visiting form. guest should gives back the visiting form that was signed by the person be visited to the entrance guard.
3. should observe the public orders. please don’t throw castoff freely in public areas and pay attention to your precious things and cash.
4. please don’t drink excessively in public places.
5. if you need to go out of our institute for something, please come back before 22:00pm. if you need to stay outside for the night, you need to ask for permission in advance, and you could stay outside for a night only when you are permitted.
the notice of borrowing book:
1. foreign experts can borrow books with the library card. the library card is only limited to using in person, it can’t be borrowed to any others.
2. the books must be returned on time. if you want keep it for more time, please to go through renewing formalities or you will pay fine by days and can not borrow any book any longer.
3. cherish books. the book should be protected from losing, and the book should be protected from being daubed. or you should pay for it by chapters.
4. the reference book is not for public use, it could be read in the reading room at any time you need it.
some other rules
1. the aim of activities should be the studying and friendship. every foreign expert has the duty to keep our institute in a good study environment. all of your activities can't hinder the public order, can’t impinge others' rights and interests and can’t endanger national security and interests of china.
2. foreign experts enjoy chinese public holiday, at the same time our institute will not rest for the holidays of foreign experts nation’s and church festival. if the foreign expert wants have a rest on his nation’s holidays or church festival, foreign expert ought to ask for permission from the international cooperation department.
3. during winter and summer vacation, foreign experts must go through some related formalities if he or she wants to leave the chinese territory.
4. if foreign experts want to hold a celebration or a ball for a proper reason such as nation’s holiday or some important festivals, he or she ought to ask for permission one week early and arrange it according to the related rules after get the permission from the international cooperation department.
5. without the permission of international cooperation department, foreign experts are forbidden to paste, to distribute, to exhibit any propaganda materials and forbidden to show a movie or video tape.
